This recent project exemplified such a scenario, as the presence of children’s belongings—clothes, toys, and family photographs—provided a poignant reminder of happier times.

The Situation

We conducted a sampling job at a family’s home in Sydney’s Southwest. The family had struggled to meet their mortgage repayments, leading the financier to reclaim the property. Scattered throughout the apartment were letters from a desperate mother, pleading for more time while detailing the family's current health challenges. It was evident that this struggle had been ongoing for quite some time, culminating in the foreclosure of their home.

The property, a large three-bedroom apartment, was filled to the brim with personal possessions. Every room overflowed with clothes, toys, makeup, tools, computers, televisions, and an extensive collection of memorabilia.

The Testing Process

Our sampling process began with a rapid test conducted in the kitchen, which immediately returned a positive result for methamphetamine. As a result, we proceeded to collect 21 lab samples from various areas within the property. Unfortunately, the lab report revealed troubling findings: high methamphetamine readings in the master bedroom, along with positive results in the main bathroom, laundry, and children's room.

Understanding the Impact on Owners: A Case Study

At Decon-X, we not only value the safety of the environments we work in but also empathise with the property owners who face significant financial loss due to challenging situations related to rental income and property damage.

A Cautionary Tale:

This case involves a property that had been rented out to tenants for several years prior to its acquisition by new owners. Demonstrating flexibility and understanding, the new owners allowed the existing tenants to remain without increasing the rent to market value. Unfortunately, over time, the tenants began to fall behind on rent payments and eventually ceased communication altogether.

Initially supportive, the owners recognised the tenants' claims of financial hardship. However, as rental payments halted and the tenants became uncontactable, the situation escalated. After nearly a year, the NSW Civil and Administrative Tribunal (NCAT) issued an eviction notice. The property was ultimately secured by the Sheriff's office, as the tenants refused to leave.

Upon gaining access to the property, the new owners discovered a concerning situation. Approximately 30% of the former tenants' belongings remained, alongside numerous used and unused needles, indicating a history of substance misuse.

Our Sampling Process

Our sampling and reporting approach is systematic and meticulous:

Sampling: Our team ensures comprehensive testing by collecting a minimum of two samples from each room, focusing on timber surfaces where the likelihood of methamphetamine and other chemicals being absorbed is higher due to their porosity.
Laboratory Analysis: In this case, laboratory results revealed that seven samples tested positive for methamphetamine. This critical information allows us to make informed decisions regarding remediation.
Collaboration with Insurance: The property’s insurance provider will arrange for a specialized remediation team to safely remove all remaining personal effects, ensuring a complete decontamination of the property, and preparing it for re-tenancy.
Clearance Testing: Following the cleanup by an independent remediation team, our experienced team will conduct validation testing. This ensures that the property meets the objectives and safety standards as per the Remediation Action Plan facilitating a smooth transition back into safe, habitable conditions.

A validation report is then prepared and sent to the insurance agency who will issue a report to the local Environmental Health Officer,

Commercial Factory - A large scale remediation case study

At Decon-X, we take pride in our commitment to ensuring safe and healthy environments. Recently, we undertook a significant remediation project at a commercial property where all tested areas returned positive lab results for methamphetamine – with the highest concentrations we have ever encountered.

Project Overview

This commercial premises, typical of a medium-sized factory, had been off the market for several months before we were contracted for remediation. To expedite the process, we collaborated with our highly experienced subcontractors, successfully completing the job within just one week.

Property Specifications

Height: Approximately 6 meters
Floor Area: 120 m²
Facilities: A small office with a kitchenette, staff toilets/showers, and an office on level 1.

Our Remediation Process

Initial Preparations: We began by removing and capping all electrical outlets and switches, isolating the mains, and installing a waterproof single outlet for our remediation work. The ceiling panels in the office area were also removed and safely discarded, leaving only the frame intact.

Surface Cleaning: Given that this space was previously used in the automotive repair industry, we employed a high-pressure wash on all surfaces, including the factory ceiling. The office area required a more labour-intensive application, but we were committed to achieving thorough cleaning.

Deep Cleaning and Decontamination: After the pressure washing, we performed a deep clean using a specialized cleaning agent, followed by the application of our decontamination solution. We also utilized encapsulation techniques on excess water produced during the pressure washing and employed a fogging machine as an additional remediation layer.

Lighting Fixtures: Phase 3 plugs, some of the factory's main industrial lights, and LED panel lights were carefully removed and hand remediated off-site before being returned to the factory.

Equipment and Machinery Used: Our team utilized a range of specialized equipment during the remediation process, including:

Petrol motor pressure washer
On-truck encapsulation
Air movers
Various-sized scrubbing tools
Fogging machine
Backpack sprayers

Final Touches: Affected stained timber in the office was encapsulated due to the extremely high test results. The kitchenette was dismantled and removed, while the client chose to retain the stainless steel sink.

Post-Remediation Testing

Following our thorough remediation, an independent occupational hygienist collected 35 samples from throughout the factory and sent them to a lab for analysis. We are pleased to report that only 5 of these samples returned positive results, demonstrating the effectiveness of our remediation efforts.

The Situation

This standalone, old timber property, which showed signs of being poorly kept, still contained approximately 50% of the previous family's belongings. Items such as children's clothing, school uniforms, and toys served as poignant reminders of the young family that had once lived here.

A military uniform was on display in the master bedroom, indicating that the deceased may have had ties to the military. This added another layer of complexity to an already heart breaking situation.

In New South Wales (NSW) and across Australia, the following key standards govern practices related to biohazard assessment and forensic cleaning:

Work Health and Safety Act 2011 (NSW): This legislation establishes a framework to ensure health and safety at work, emphasizing the obligations of employers and workers in environments where biohazards may be present.
SafeWork NSW Regulations: These guidelines outline protocols and codes of practice for managing biohazards in the workplace, including cleaning and decontamination best practices. The Code of Practice for Managing Risks of Hazardous Chemicals provides key guidance relevant to our work.

Initial Findings

Despite the tragic background, the absence of insect infestation or odorous evidence of biohazards supported the information we received prior to accessing the premises regarding the removal timeline. Even when equipped with suitable respirators, the distinct smell associated with biohazards typically persists if bodily fluids are present, however, on this occasion there was no odour present.

Upon entering the residence, it was evident that the previous occupants had left in haste. While the home was messy, there were no notable signs indicating extensive contamination.

Remediation Plan

Given that much of the property was made of timber, a material known for its porosity, we recognised that specialised remediation was typically necessary. Fortunately, our assessment indicated that remediation would be straightforward: a deep cleaning with a specialized solution designed to remove biohazards.

Crucially and given the property's construction, we determined that we would not need to remove floorboards or excavate dirt beneath the house, simplifying the process and ensuring minimal disruption to the property.

Moving Forward

Though we may never fully know the story of the previous occupants, our goal remains to restore the property safely and compassionately. In doing so, we hope to pave the way for the children left behind to eventually move forward with their lives.
